The Mask I Used Was Mask 84 from chelle you can get this
mask From {WEESCOTSLASS CREATIONS}

The Plugins Used Were Xero-Porcelian.Xero Radience-Default Settings

A Font Of Choice I Used The Font I used Is Alex Brush

Lets Begin

Open A New Image 650X650,Copy And Paste A Paper Of
Choice,Open Your Mask In Psp And Minimise.Layers New
Mask Layer From Image Find Your Mask,Source Luminance
Checked And Apply Your Mask,Merge Group.

Copy And Paste The Feather Fan As A New Layer And 

Move Half Way Up The Mask To The Left,Duplicate
Image Mirror.

Copy And Paste The Messy Scatter As A New Layer
And Place To The Top Of Your Mask See Mine For
Placement,Change The Opacity To 55,Duplicate Image
Flip And Place To The Bottom Of The Mask.

Copy And Paste My Paper I Supplied,Resize As Needed
And Arrange To The Center Of The Mask,see Mine For
Placement.Copy And paste The Clip As A New Layer
And Palce Over The Paper,With Your Freehand Selection
tool Set To Point To Point Draw Around The paper That
Over Hangs The Clip,On The Paper Layer Hit Delete,
You May Need To Do This In Sections.

Copy And Paste The Swirly Wordart As a New Layer
And Place Over The Paper I Supplied.

On The Paper Layer Select All Float Defloat,Copy And
Paste A Image Of Choice,Selections Invert Delete,While
Still Selected Copy And Paste Some Sparkles As A New
Layer And Hit Delete On Your Keyboard.
On Your Tube Layer Xero Porcelian Default Settings,
Xero Radience Default Setting,Duplicate And Change
The Blend Mode To Soft Light.

Copy And Paste The Two hearts As A New Layer,
Resize As Needed,Duplicate Image Mirror And
Arrange To Your Liking I Place Mine In The Bottom
Left Hand Corner.

Copy And paste The Flower ribbon As A New layer
Resize As Needed,Duplicate Image Mirror And Place
These In The Top Left And Bottom Right Corners.

Copy And Paste A Ribbon As A New Layer And
Place To The Right Hand Corner,Resize As Needed
Copy And Paste The Heart String As A New layer  

Resize And Place Over The Ribbon.Copy And Paste

Your Main Image As a New Layer And Place Overt The
Ribbons See Mine For Placement.

At This Point Crop And Resize,Add Your Name
With Your Chosen Font,Add Your Artist Copyright
Information,Add Your Name As The Creator Of The
Tag.

Save As PNG.
